For this tutorial, I'm using the lighthouse photo above that I grabbed off the web. The image next to it is the sketch I produced in PhotoImpact.
Begin by desaturating the photo (removing the color). In the Photo menu, select Color/Hue and Saturation, or use the keyboard shortcut of Ctrl-E. Set the Saturation slider all the way to the left.

This will result in a gray and white version of the photo.
Select All, copy and paste a new layer onto the image, and from the Adjust menu invert the image.

Right click on the new layer, and set the merge property to Addition. You will end up with a completely white image.
Next, from the Photo menu, select Glur/Gaussian Blur filter and use a setting of 9, blur the image.

Here are the results.
Would you like more contrast? Merge all the layers, then copy the image and paste it as a new layer. I used the Auto Process/Contrast option from the Photo menu to create a greatly contrasted version which can be seen in the middle image below. Right click on the layer and adjust the transparency to your liking. In the version below, on the right, I've set the transparency to 65 for my final version.
